Volunteer Program Coordinator

The employee serves as the Volunteers-in-Parks (VIP) Coordinator for the North Country National Scenic Trail. The VIP Coordinator is responsible for managing, planning, developing, expanding, and executing all aspects of the Trail's VIP program in accordance with the National Trails System Act, Directors Order 7, and other guiding policies and regulations. The employee manages a diverse volunteer program orientated toward trail planning, development, construction and maintenance; interpretation and education; and administration, public affairs and visitor services across the eight states of the Trail. The employee identifies methods that will enhance the ability of the Trails' partners to attract volunteers through both outreach programs and recruitment efforts, within and outside of local communities. The Trail Manager supervises this position. This employee also leads and administers all aspects of the park's safety program, to include accident reporting and management of OWCP claims; and development, maintenance, and communication of park safety documents, procedures, and record keeping requirements. Physical Demands:
Incumbent spends 75% of time in an office environment and 25% outside the office. Duties require travel to trail areas and associated communities for project coordination, meetings, and the assessment of trail volunteer programs. Physical demands of the job include walking, hiking, standing, bending, driving an automobile, and more rigorous physical demands during optional participation in volunteer service project activities. Moderate lifting (20-50 lbs.) and carrying of backpacks, tools, program materials, or other loads for short distances is not unusual. The incumbent must possess a driver's license and have the capability to operate an automobile. Working Conditions:
Work is usually performed in offices, meeting rooms, community centers, schools, or similar settings, but there is occasional exposure to outdoor environments. Many assignments are indoors with no known exposure to significant hazards or discomfort and involve everyday normal safety precautions typical of office settings in areas that are adequately lit, heated and ventilated. Field duties may involve exposure to adverse weather, traffic, intense sunlight, insects, or other related conditions where additional safety demands are dependent on the location and weather. Work sometimes involves travel along the Trail to meet with partners, attend and/or participate in or represent the NPS at volunteer work projects, trail conferences, and workshops. Incumbent must be capable of working unusual tours of duty to permit attendance at meetings in the evenings or early morning hours. Some weekend schedules are necessary to coordinate special volunteer events. All qualifications must be met by the closing date of this announcement-05/01/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience. To qualify for this position at the GS-11 grade level, you must possess at least of the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
volunteer program coordinator; Interpretive Park Ranger; environmental educator or teacher; community organizer; camp director; or natural resources management work in a park, recreation, or conservation area; management, assistant, or program specialist work involving the development and/or implementation of policy related to protection, conservation, or management of park areas or similar operations; or other similar work. You must include hours per week worked on your resume. -OR- EDUCATION:
Successful completion of at least a Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree in a field directly related to the work of this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
